Makes a member an Assignee of a Brand. An Assignee is a current member of your organization who is accountable for the record. It grants no access: every role with the write scope can still edit the record. A record has at most 10 Assignees.

Adding a person who is an Assignee already changes nothing. A person who is not a current member, and an email that matches no member, get the same `422` with `error` set to `not_a_member`. The call does not change the revision or the status of the record.
